Rotich sacked as Uhuru appoints Ukur Yatani acting Treasury CS

Cabinet Secretary for Labour and Social Protection Ukur Yatani has been appointed as National Treasury CS on acting capacity.

A statement on Wednesday from state house said Yatani will now hold two dockets until further notice.

“This will ensure smooth operations and continuity at the National Treasury following the court order affecting Rotich and his PS Kamau Thugge,” a statement from State House reads.

Henry Rotich and his PS Kamau Thugge were charged on Tuesday over the Arror-Kimwarer dams scandal.

Dr Julius Monzi Muia replaces Thugge as the Treasury Permanent Secretary.

Other changes announced on Wednesday are that Maj. Gen. (Rtd) Gordon Kihalangwa will now be the Principal Secretary for the Ministry of Defence.

Mr Torome Saitoti has also been appointed as the Principal Secretary for the State Department of Planning.

On Tuesday, Rotich and his co-accused pleaded not guilty to corruption charges including abuse of office.

Rotich, Thugge, Susan Jemtai Koech ( East African Community PS), David Kipchumba Kimosop (Former Managing Director KVDA) and others are accused of conspiring to defraud the public among other charges.

Rotich and Thugge were released on a bond of Ksh.50 million with one surety of a similar amount or Ksh.15 million cash bail.

They were also barred from accessing their places of work, terming them as scenes of crime.

They were also warned against tampering with evidence in any form or approaching witnesses in the case.

The two dams were budgeted to cost Ksh. 46billion ($446 million), but the Treasury borrowed Ksh. 63 billion instead, DPP Noordin Haji said.

A pre-trial date will be set on August 8, 2019 when the matter will come up in court to ascertain compliance.
