The Director of Criminal Investigations (DCI) George Kinoti has summoned over 100 people over the construction of two multi-purpose multi-billion shilling Arror and Kimwarer dams in Elgeyo-Marakwet County.
DCI says those summoned were paid for various services connected with the dams which were scheduled to have started construction in 2017.
They are expected to report to DCI headquarters on Kiambu road at 9am, on February 26. “Failure to comply with the requisition constitutes an offence liable to prosecution.”
Some of the companies listed are; Silent Night Kenya, Red Court Hotel Company, Azimath Company, Charleston Travel Ltd, Oshwal Wholesalers, Kentainers Limited, Heritage Insurance among others.
“The under-listed companies and their Directors are believed to be connected with or have information which will assist in ongoing investigations into fraudulent construction of both Arror and Kimwarer Multi-Purpose dams valued at Ksh.63 billion whose construction was to commence since December 2017 within Elgeyo Marakwet County…,” reads part of the summons.
Construction of the Ksh.63 billion dams – which are purposed for production of hydro-electricity and irrigation within the said region – was flagged off in 2018 following an agreement between Kerio Valley Development Authority (KVDA) and the local community over land compensation.
It was revealed that a down payment of 41 million Euros (Ksh.4.9 billion) has been made for the design of Arror dam.
The DCI said those summoned should present quotations, invoices and delivery notes, “among other relevant documents.”
